Ahh, My bad. (wrong dates typed in KVS)
I was in the middle of creating an imageshack account to post the KVS screenshot proving that the fare was NOT being visible for my search of available fares for Nov 7th when I noticed that the screenshot was of a search for DEC 7 - which is of course inside the 'no-sale' dates.

So - entirely my mess-up - the fare not being easily bookable/available in NOV is ok, it was the fare not being published (as I thought) that seemed strange to me.

Also apologies if I 'slighted' KVS - my faith was shaken momentarily, but in fact it was just user error
