Be surprised -- there doesn't appear to be enforcement. I have now completed two business domestic flights on tickets issued prior to the change in baggage rules. In both cases, during checkin the agents didn't charge for an "extra" bag, or even indicate in any way that they thought it was extra. So, at least based on my experience, I have to conclude that in practice the new baggage rules are being applied to all business domestic travelers, regardless of when the tickets were purchased.
