It doesn't matter where they put them, other cabins will (or will try to ) use them anyway.

On my flight back from DXB last week in CW on a 777 there was a steady stream of WT+ passengers coming through the curtain and proceeding to the front on the cabin. On only one occasion was a passenger turned back and that was during the meal service when he came up against a trolley in the aisle. On another occasion a passenger walked through the curtain straight into a CC member who wagged her finger at her, smiled and let her go on her merry way. I was in 15A so I could see clearly what was happening.

If you want a higher WC to passenger ratio, then pay for a ticket in a higher class!
