The U.S. Department of Transportation regulations say absolutely nothing about the "most significant carrier." The regulations simply say that whatever is allowed on the first segment must be allowed for the entire itinerary. Of course, the regulations apply only if the ultimate ticketed origin or destination is in the United States.
