They probably weren't handing out cash because you can easily add gratuity to the charge slip when signing.
I often use the St. Regis beach club and the facilities at the hotel and add at least a few dollars to the standard 10% service charge. The staff is excellent and IMHO deserves to receive a bit more for their efforts. I have also found that consistent tipping ensures preferential seating arrangements on the beach during peak season.
