You could use Chase UltimateRewards earning cards like Sapphire or Ink to get the signup bonuses, then redeem UR points for rentals. There are other cards that basically do the same thing (CapitalOne Venture, some Amex products, and other cash back cards) but I believe the Chase cards offer the best signup bonus for the time being.
Typically the car rental "rates" Chase charges for UR redemption are significantly higher than going car rental rates (more than 25% higher). Therefore it would actually be a better value to redeem the UR at $0.01 each and renting the car rather than redeeming directly for the rental car.
