Ive visited several bank sites and found nothing stating that it must be internal passport that the person uses to open an account. Do you have an official source to confirm this?
Keeping in mind that passports issues by Consulates to people residing abroad are not the same as "foreign passport" issued internally. The series/format are different.

Yes, you are correct, according to the link. One has to remember the wait time for applying for internal passport in place other than where you live - 2 months.
Getting back to what OP posted - I find it hard to believe anyone could be asked/forced to receive internal passport by consulate.
