I definitely believe you, but I must say that according to the current laws the bank should have refused - and the possibility that the OP will be refused is quite high.

Sorry, but you're wrong again. You can apply for an internal passport anywhere, not only at the local passport office corresponding to your permanent registration address (point 10 of passport rules - link in Russian).
