It's going to vary a bit depending on what other uses your dad has for his miles. For people who use their miles I would say anywhere between 1.5 and 2 cents per mile, depending on the typical usage. For people who don't really use their miles or use them for very low value domestic coach tickets, I would go somewhat below 1.5 cents but never below 1 cent.
