Palawan is tropical as well, but if you want nice beaches you should consider heading to the northern islands. Wreck diving at Coron, and beaches at El Nido. Fly into Busuanga from MNL or CEB.

Bali is way more tourist oriented, but Palawan is worth it if you want to get off the beaten path.

The beaches there are just as good, if not better than Bali IMO.
