Some do, it depends on the offer. Some locations charge only to refill (not a full tank) and offer a good price. Others charge a fortune for it and always for a full tank.
If I'm renting a car for enough miles that I know I'll empty out the gas tank, and the price is competitive, I may choose the option and return it with a few miles left.
It would be stupid to pay for a full tank if you are paying more than the going rate or only driving it 60 miles, but there are times it does make sense.
if i'm not mistaken what is being offered also depends on how much gas the car is being rented out with? i don't particularly remember cos i've never taken up that option.
