I've been on 25 of the 33 319s and 38 of the 41 320s listed on AC.com. The only 320s I've ever noticed that don't have the full under closet space are those with the 400 series fin numbers (there are 9 of them). I can't recall ever being on a 319 that had under closet space for seats 2A and 2C. Odd.
Thought about it again, you are right, only some of the A320 have the
full under closet space. But all A319 have a cut-out under the closet that provides a significant amount of extra leg-room but you can't leave stuff there during take-off and landing.
