My experience is different: All of AC's A319 I have flown on so far (10+ different aircraft) had the under closet space for carry-on luggage or for just stretching your legs at seats 2A/2C, but only a few of their A320s had that feature as well. IIRC the A321 has no seats with extra legroom in the J cabin. I am always happy when an A319 is scheduled and I can grab 2A (of course unless I can get a widebody with Executive First).
That's interesting that we've had this discrepancy in our experiences.
I've been on 25 of the 33 319s and 38 of the 41 320s listed on AC.com. The only 320s I've ever noticed that don't have the full under closet space are those with the 400 series fin numbers (there are 9 of them). I can't recall ever being on a 319 that had under closet space for seats 2A and 2C. Odd.
