Right, it must be a safety thing otherwise it wouldn't be so specific. I suspect its more about the "supervision" thing because on some planes new-biz-class they actually call out specific seat letters where its OK versus not OK.
And that would also explain why First Class would be an issue since there is even more separation/privacy.
So in a way this is a confirmation that ANA's 787 Biz-class is nearly as private as their First Class suites are.
