Some do, it depends on the offer. Some locations charge only to refill (not a full tank) and offer a good price. Others charge a fortune for it and always for a full tank.
If I'm renting a car for enough miles that I know I'll empty out the gas tank, and the price is competitive, I may choose the option and return it with a few miles left.
It would be stupid to pay for a full tank if you are paying more than the going rate or only driving it 60 miles, but there are times it does make sense.
