I've seen some flights that were deliberately overbooked in business, but they only sell J (i.e. the highest fare). No C, no D, no Z, no P. So you'd pay top dollar to get the upgrade -- and possibly there would be an A fare (discounted first) that is a better deal than J + (GPU or miles).
