I've had a Citibank account for years. When I am planning to travel overseas, I upgrade my account to Gold, this usually has an additional monthly fee if you do not have extreme amounts of money in their bank, but it takes about 60 days for the fee to hit, and by that time I am home and downgrade my service level to regular.

The Gold level allows for no fees for ATMs and other credit card transactions on the Cititcards. Double check that I am right on that, but that is how I've understood it.
