I have been with infants and toddlers in business and/or first class cabins of the majority of airlines that are part of Oneworld and Skyteam and a big chunk of Star Alliance carriers (ANA included). More commonly with lap-child infants than seated infants even in the premium cabins.

Lap child infants seem to have more options on flying in premium cabins on ANA flights than seated children of the same age when it comes to flying ANA. It certainly hasn't always been that way with ANA.
