there seem to be a couple of reasons why young children are not permitted to fly in premium cabins... the use of air-bags in seat-belts is one, the other is that in certain configurations, it is too difficult for adults to supervise children during the critical stages of flight (take-off, landing and turbulence) to ensure the child remainsseated with their seat-belt on.
