Is there any policy or experience of having my "excess" PQMs being carried over to next year to ease my burden of accumulating PQMs for status. (Note: I realize that earning 1K in October will earn me 1K status through Feb 2014.)

No..there is no current carry over. There used to be an elite choice rewards program where once you hit a certain milestone you could opt to carry forward 2,500 or 5,000 I believe (however they were not deducted from your current year's EQMs..you were just given a head start the following year). But that no longer exists.
