Which makes it doubly odd that I get this message and it prevents me from making a seat assignment because I have only ticketed a lap infant.

But the operative term seems to be "Infant occupying a seat".

Lap-child seating on some airlines may be restricted based on where the extra oxygen masks on a flight may be located. That is not at issue with seated infants who have their own seat and presumably with that seat their own emergency drop-down oxygen masks.
