Via HNL, lots of options via NRT (UA/ANA), or via Incheon on Asiana's HNL-ICN flight, or HA's HNL-MNL flight. I think you can book the Cebu connection on HA, but they basically fly a domestic 767 between HNL and MNL. ok for coach I guess. Also there's PAL, usually the low cost option out of HNL.

True, but connecting International->Domestic (T1->T3) in MNL is not exactly a fun thing to do. Neither is connecting from (T1->T2) and vice versa for that matter. I've done them all, including taking the "Shuttle Bus".

A direct flight into Cebu is likely the best bet.
