It has to be 24 hours before the segment. You can OLCI for the reservation 24 hrs before the first flight, and you should be able to select EC for that first flight at that time. However, any subsequent legs (i.e. connections) won't let you select EC until 24 hours before the departure of that specific leg.
This appears to be a flaw in Delta IT as all of the marketing for EC says we should get it at OLCI. Unfortunately, in the real world, that isn't the case unless you speak with reservations (or tweet DeltaAssist).
