Some international TAM flights (numbers 8xxx) have domestic sectors, and have business/ first class section. How to book it if you are travelling just domestically I am not sure.
I think they are mostly short flights (between CNF, GIG and GRU) and not worth the trouble.
Azul has a "comfort" section, with more legroom, but this is not real business class. TAM also sells comfort seats with more legroom (bulkhead/ exit row), you pay extra when selecting such a seat.
