Unfortunately, that is wrong.
To count as a level segment, a flight has to earn level miles.
To earn level miles, a flight has to earn award miles.
Only flights booked in the fare categories shown on the relevant partner page earn miles.
If a fare class is listed, it means that the sector earns Award Miles, Level Miles, and therefore counts as a level sector for qualification purposes too.
If a fare class is not listed, you get 0 Award Miles, 0 Level Miles, and the sector does not count as a level sector for qualification purposes.
