Flying Blue miles are not awarded on the basis of the cost of the ticket.
The only thing that matters is the fare class.
In general, the cheapest fares on most airlines earn 0% or 25%, with the earning rate increasing as the cost of the ticket increases. But it ain't necessarily so...
If mileage earning is important, then you are advised to always check the fare class before purchasing, and to make sure that it is in an earning class according to the Flying Blue partner tables (as you appear to be doing).
