1. Regarding Aeroflot: Yes, this is Q. The miles indicated on the Aeroflot website are for Aeroflot's frequent flyer program. For Flying Blue the rules on the FB partner sites apply. If it says there that Q is 50%, then that's what you'll get with FB.

2. Regarding status: the rules you quote say that miles above(!) the level threshold will be carried over. So if you have 30000 level miles in one year, 30000 - 25000 = 5000 miles will be carried over. So you will not keep your status, but it will be easier for you to requalify the year after.
