This appears to be some sort of a landing page for those who held OnePass cards and were converted to MileagePlus cards.

The Continental Presidential Plus card was renamed the MileagePlus Presidential Plus but was subsequently discontinued with the introduction of the Club Card. That is to say there are people with the card but there isn't a way to apply for one. So the existing Presidential Plus cards are or were migrated to the United Presidential Plus, (just like you were migrated to the MileagePlus Awards card) but as a new applicant you are limited to the Club Card or the Explorer.
