When last I checked (awhile ago) this was the same for redemption tickets. If BA has gone to the trouble of implementing a faux-charge on redemptions for itineraries where fuel charges do not apply, then of course they can do as they wish, but it does seem they should come up with a new name for it. Like redemption surcharge. Or "Arbitrary fare component we can manipulate to advertise one price but charge another in markets where it's permitted." But we're not Ryanair, really.
Edited to add:
I just double checked - it doesn't seem they've stooped that low yet. One-way from GRU to LHR in F comes to 90,000 + twenty-odd Euros. Roundtrip is 180,000 + 271 Euros (most of which I suspect is the ADT from UK). Bears noting that this is also a route that had a reduction in miles required following the Avios conversion. It used to be on the same miles schedule as Argentina, 35/52.5/70/105K but is now 30/45/60/90K. Rather good value redemption if you can start a trip in Brazil...
Just booked a flight today GRU-LHR in BA first. They have stooped that low. $300 YQ
