You may be confusing bussiness cards with corporate cards. Business cards are still your name, personally, and you, personally, are still responsible for the charges. So it makes sense that your personal credit would be the one they look at, no?
Corporate card accounts are another (completely separate) issue. But they are much harder to apply for.
You should be happy (as an FTer) that business cards work the way they do. It's only because they're closer to personal cards than to corporate cards that you can apply for them with little or no actual business and get signup bonuses.
I don't think you can get miles/points signup bonuses for establishing corporate card accounts.

to see what the requirement is for getting a corporate card account set up with one particular card (Diners Club MC from BMO).
(Clue: It's not a requirement the average truly small business is likely to meet!)
