Ah okay.. Yeah so it basically varies case to case and a majority of passengers connecting intl-intl need a visa.

Personally I would not venture out for a 8 hour layover.. The lounge is comfortable enough to get 3-4 hours of sleep and the traffic + heat + pollution in Mumbai is pretty horrid.
