Do you have an Indian visa to get out and find a hotel? The reason airlines don't provide hotel to transit intl-intl passengers is because most of them don't have transit visas.

As for your queries:

1. Yes, it is. The lounge is shared by a bunch of airlines so there is always activity.
2. Yup there are reclining chairs where you can get some proper sleep.
