I have never been able to transit Intl to Intl at CAN WITHOUT clearing immigration whether I wanted to or not. They seem to have some bypass back to the secure area but it's never actually been open when I went through. No visa, no problem for US or most first world passports so long as you have an onward connecting ticket to show. They will stamp you in as in transit.

CZ lounge isn't really that great either.
