We used to have a 0.4 / 0.2 off/on duty rule, which was unfortuately blantantly ignored by a few. With some apparently unwilling or unable to understand what those limits meant in practice, they changed it to something so simple that everybody would get it, no excuses: zero point zero. It is harsh, 'cause we employ people who work six, eight or even nine months straight, 10+ hours a day, without a single day off unless the are sick. Mostly drudge jobs at that. I'm sure a beer every now and then would make it more bearable for some.
