You're right, it looks like they're all sold out.
FWIW most agencies only have 12-passenger rental vans (including Avis and Budget). Is there any chance that you could have two drivers? You would have a much easier time trying to rent two 7 or 8 passenger minivans or SUVs (or whatever combination you need to get to the number of seats you need).
