I would politely explain and ask to be moved to another room. Reasonable action by all should follow.

France can be awful for the smoking/ non smoking room rules to be ignored. Personally, I have always found Hilton Charles de Gaule to be good. However, I have fallen out with a provincial Ibis hotel for the staff smoking in a "non smoking" hotel.
