No you need to prepare the visa well ahead of time! I used one of the agency (Gold Visa) mentioned in the discussion thread and paid a bit more to avoid the hassle to going to an embassy! The agency is very trustworthy and I used paypal to pay them. I basically need to scan them my passport and then they will prepare me a letter of approval to show the airline. At BKK, the PG agent checked the letter, as well as return ticket. The letter is written in the Burmese local language but the agent at BKK is familiar with it. Plus the agency told me that they submitted my information to the airline, and therefore you need to submit the correct flight information.
I am sure there are many ways to obtain a VOA, but regardless, you need to prepare well ahead.
