The Hertz website suggests that they have a satellite location at MK Station, in the same way as they do at Watford Junction. You have to call in advance and may have to go to the main depot, but they will then run you to the station.

I hadn't realised those roadworks were still ongoing on the M1. I'm sure we got snarled up in those about 6 years ago!
