In principle, if you are not flying during DL's blackout dates for KE, you can upgrade a KE flight with DL miles if upgrade inventory is available and if you have purchased a FULL Y ticket under the SkyTeam upgrade award program. This doesn't require elite status and you would earn miles based on the purchased full Y fare class.
