Believe it or not, DOT, the carriers and cc issuers did think this through and all three pay good compliance people serious money to draft language which meshes and accomplishes their needs.
Well, if the baggage allowance is "determined" by United, I should be going to the United page to figure out what the allowance is.

It has me enter the origin, destination, date, and that I'm a CC holder. It even has a place to
enter the marketing carrier.
It clearly says the first bag fee is waived. IMO, it's case closed. I'd seek a refund from UA.
