Well, if the baggage allowance is "determined" by United, I should be going to the United page to figure out what the allowance is.

It has me enter the origin, destination, date, and that I'm a CC holder. It even has a place to enter the marketing carrier.

It clearly says the first bag fee is waived. IMO, it's case closed. I'd seek a refund from UA.
