As long as you continue to permanently live abroad and just doing short visits to Russia, you don't need an internal passport.

However, for certain actions (such as opening a bank account or buying real property) one needs either
1) an internal passport or
2) a passport for traveling abroad endorsed "for permanent residence abroad".
