Having a resident technician is hardly a 'massive and expensive' standby arrangement, no doubt the person could be also be utilised for maintenance activities.
There will be a multi-year service level agreement [SLA] between BAA and the lift company for service and support eliminating the need for BAA to employ people with these skills. Also, getting someone involved with the maintenance during an incident will probably invalidate some aspect of the SLA. They won't want to do that for a routine incident. It's all about cost (resources).
