AC doesn't fly to Baffin Island so why should it be expected to fly these packages there? Or even to Edmonton to connect with a flight from there?

Anyone who has been to YYJ knows that AC no longer flies anything in there except JAZZ Dash8s, which are not know for their huge cargo capacity. There is one A320, but it is a non-stop from/to YYZ. To get to YEG would also require a connection onto another flight at YVR, very time consuming and costly. [AirBC used to fly BAe146s non-stop between YYJ and YEG, which is likely why they could do this in past years.] WestJet flies non-stop 737s between YYJ and YEG, so they are actually a more likely carrier to do this, and would have lots of empty space in the belly, since they only carry passenger bags and not cargo.
