It is up to the wording of the document. I am not a lawyer but there is always clauses in the policy that lawyers can argue the case. If unfortunately the travel insurance could not cover the delay in case the exact wording is before the policy holder reach the departing airport, the victim has to ask the Airport Authority for compensation if the situation occurs any financial loss to the victim. Airport Authority would have the duty of care for vehicles within the terminal building.
