I must confess I have not got a clue about this one, I think it would need a lawyer to work out who, if anyone, is liable.
I guess it is related to Accidental Damage to, or breakdown of, the vehicle in which you are travelling clause. A good lawyer will successfully claim that elevator is a vehicle in operation.
