If there is no bulkhead cut-out, I'll request to be moved one row back.

99.9% certain there is no cut - out and the bulkhead is just flat the whole way down. Row 1 on the A321 has a very good amount of legroom though so I wouldnt say a cut out was needed. Always had plenty of room when I've sat there and I'm reasonably tall.
