Not sure why you can't use public transportation. AirTrain at EWR, Penn Station and Jamaica are very user friendly for people with luggage. I have seen people with two suitcases and 2 carryons traipse through those places. That is probably the fastest way from EWR to JFK anyway. Assuming a 530pm arrival, you will be in the taxi line in EWR at 6pm. Taxi line could take 20 - 30 mins to get a cab. Then horrifying traffic and a $150+ cab fare? Hope that Delta covers it, but still, either way very tight. Where are you flying into EWR from? Assuming it's another hub, why can't you rebook into JFK?
I'm not quite sure I agree with all of this.
First, while it is possible to use the train with bags, I think it will be a pretty major hassle right at rush hour, which is when these train rides would take place.
While you might be okay on the NJ Transit from EWR rail station to NY Penn Station, because you are going against the commute, you will have to change at NY Penn Station, which is not quite as it easy as it might appear, since you will have to go from the NJ Transit section of NY Penn Station, to the portion serving the Long Island Railroad (LIRR), where you will have to buy a new ticket.
Then you will have to determine which train will take you to the Jamaica Station stop (which, in all fairness, is most trains).
But I think you will discover an otherworldly crush on the LIRR trains leaving NYC at this time. These trains are so packed there is barely any space to stand, let alone for your bags. If you get on one of the new double-decker trains, it will be even worse, as the overhead racks on these trains are too small for anything larger than a briefcase.
Once you get to Jamaica Station (a quick 15-minute ride), you should be okay, but it's still quite a walk from the LIRR platform to the JFK AirTrain station.
There are EWR-JFK buses, and they are relatively cheap, although I don't remember the exact fare nor do I know the schedule.
At any time other than rush hour, this is how I would go, especially with bags. At rush hour these buses will be fighting traffic most of the way, and you could easily spend 2.5 hours getting from EWR to JJFK.
If you take the trains, you will make it, but it will be quite an adventure, to say the least.
