I too am surprised the clerk did not tell the OP that the clerk's abuse of US citizens and soldiers was not the OP's concern. Clerks lie about everything else; why wouldn't they lie about that? And no, the clerk doesn't have discretion about which regulations to follow; that idea is just absurd.
And whatever the OP's purpose was in having the lawyer next to them, it's good that the lawyer was there, wasn't it? Unless you think the clerk should be able to violate the law and regulations whenever he likes.
