Funny, when I saw this I thought thread I said to myself -- hey I was there with this guy last night. - I was dropping off a Hertz car, however. You were speaking to the counter agent on the very right explaining to him you would lose your money on a prepaid reservation ---I overheard the conversation but left before its conclusion ---it was getting really late.
I would call Avis and follow up with a written letter and proof of your driving license with a request you be removed from the DNR (do not rent) list. Plus contact them to get your money back, or file a dispute with the credit card company for failure to deliver services. But I would absolutely contact Avis first before you do that and use it as a last recourse as you don't want to STAY on the DNR list for a credit card chargeback!
