Did you ask? Sometimes this prompts FAs to provide the service they should and it could be viewed as a possible complaint to DL and then they might by asked by a supervisor why the service was not provided. OTOH if the flight was full and late or if catering was delayed, it could be impractical to serve beverages (other then the little bottles of water) before departure.
